The opening of the World Conference of the Radiocommunications 2015

        On the date of 02 march 2015, in Geneva, Switzerland began the work of the World Radiocommunication Conference (WRC-15), which will run over 4 weeks, 02-27 November 2015. At the WRC-15 include more than 3800 delegates, representatives of the member states of the International Telecommunication Union (ITU), including observers from the private sector and international organizations in the field.

     At the Conference, with proposals at some points of the agenda, participate, and a delegation of representatives of the Ministry of Communications and Information Technology and Bc.S. ”National center for Radio Frequencies”.   

      Conferences the world radiocommunication (WRC) are held every 3-4 years, In the task of the WRC include the analysis and, in case of necessity, the revision of the Radio Regulations the ITU, the international treaty governing use of radio spectrum, and including, the orbits of the satellite geostationary and negeostaČ›ionare. The review is carried out on the basis of the agenda, which shall be determined by the Board to LOOK into the basis of the recommendations of the WRC previous. The Agenda of preventive work is determined previously with 4-6 years prior, and the Agenda of the final sets with the 2 years before with the consent of all the member countries.
   At WRC-15 will be examined about 32 questions of the agenda dedicated to the management of the radio spectrum to the various radiocommunication services, the distribution of frequency bands and the harmonization of their use by different radio communications systems, changing the procedures for coordination and notification of frequencies, etc.
WRC-15 will take into consideration the rapid evolution of information and communication technologies (ICT), ensuring the global management of radio frequency spectrum and orbits of the satellite, which will enable the population benefit from the services of radio communications of the highest performance.
WRC-15 will consider a number of key issues, among which may be mentioned:
1. Mobile communications broadband: the identification of frequency bands additional to satisfy the rapidly growing demand for mobile broadband.
2. Monitoring the environment and climate change: new allocations for the services of exploitation of the earth through satellite images of high resolution to improve the monitoring of the global environment.
3. Tracking flights worldwide in the field of civil aviation: WRC-15 will consider the allocation of the portions of the radio spectrum for pursuit flights at the global level, intended to improve flight safety in civil aviation.
4. Advanced systems maritime communications: creating the conditions for the use of radio digital board and of the automatic identification systems on board ships for navigation – raise the level of safety.
5. Road safety: the Allocation of the radio spectrum for equipment with small radius of action - cameras high resolution systems for collision avoidance in vehicles in order to increase road safety.
Additionally, it will decide on the most effective methods of the use of limited resources of radio spectrum, management of spectrum and orbits of the satellite.
